Delaware Delays Decision on Low Voltage Exemption

The Delaware Board of Electrical Examiners recently held a public hearing to consider removing a long-standing exemption that allows low-voltage technicians to work without a full journeyperson electrician license for smaller jobs like landscape lighting, security system installs, and doorbell work.

The proposal drew strong opposition from contractors, trade associations, and business leaders who said the change could cost jobs, delay projects, and raise costs for homeowners and businesses. Amid the outcry, the Board voted to table the proposal and promised further public notice and discussion before moving forward.

Low-voltage electrician exemption removal tabled ahead of public outcry

Low-voltage electrical technicians protested the removal of an exemption Friday afternoon that has allowed them to work in Delaware for decades.

While electricians need a journeyperson license to work in the First State, a long-standing exemption has allowed the low-voltage technicians to do smaller projects without the full journeyperson license, such as landscape lighting, doorbell installations and security technology work.

The removal of the exemption was brought to the Delaware Board of Electrical Examiners for a public hearing Friday and was met with a room filled with concerned contractors, business leaders and trade association representatives from throughout the state.

Friday’s hearing would have included a vote from the board but instead, members voted to table the conversation ahead of the outcry from the contract community that had filled the room with prepared public comments on the issue.
