New Accelerated Pathway for Texas Journeyman Electricians Takes Effect
The Texas Commission of Licensing and Regulation has adopted amendments to the Electricians program rules, effective July 1, 2026, to help address the statewide shortage of journeyman electricians.
The new rules establish an accelerated licensure pathway for graduates of approved Accelerated Journeyman Electrician Education Programs (JEEP), allowing eligible participants to receive on-the-job training credit and qualify sooner for the journeyman electrician licensing examination.
The rule changes also clarify program eligibility requirements and update existing regulations to support implementation of the new pathway.
For apprentices, these changes create an additional route to obtaining a journeyman license, potentially reducing the time required to reach licensure for those who complete an approved JEEP program.
Current journeyman electricians are not directly affected by the new pathway, and existing licenses, qualifications, and renewal requirements remain unchanged. However, employers and licensed electricians may benefit from a larger pool of qualified journeyman electricians entering the workforce, helping address labor shortages across the state.

Commission Adopts Rules

The Texas Commission of Licensing and Regulation adopted amendments to existing rules at 16 Texas Administrative Code (TAC), Chapter 73, §§73.10, 73.21, 73.26, 73.80, 73.110, and 73.111, and a new rule §73.112, regarding the Electricians program. The adopted rules address a shortage of journeyman electricians by creating an accelerated licensure pathway for graduates of an approved accelerated journeyman electrician education program (“JEEP program”). The adopted rules address program eligibility requirements, participant on-the-job training credit and applicant examination eligibility, and make other clarifying changes to the existing rules.
The adoption justification was published in the June 26, 2026, issue of the Texas Register (51 TexReg 4177) and is available online. The updated rule chapter will be available in the Texas Administrative Code upon its effective date of July 1, 2026.
